When undertaking a construction project it is to be ensured that the building to be designed and constructed is energy efficient considering its intended use in a way that the use of energy and natural resources is minimised. Compliance with the minimum requirements for energy efficiency must be demonstrated by calculations based on energy use, energy loss and the form of energy used.
The products and technical building systems in a building and their adjustment and measurement systems must be such that, when the building and its systems are used as intended, the energy consumption and power demand remain low and the energy consumption can be monitored.
Energy efficiency must be improved when carrying out any repairs and alterations or making changes to the intended use of a building if this is technically, functionally and economically feasible.
