Planning and supervision

When undertaking a building project it is to be ensured that a building is designed and constructed in accordance with the provisions and regulations concerning building and the permit granted for it. A party undertaking a building project must have sufficient capabilities to implement the project, considering how demanding it is. It is also to be ensured that the designers and managers of the building project meet the qualification requirements and, considering how demanding the tasks are, that other people involved in the building project have sufficient expertise and professional skills.

The municipal building supervision authority must supervise the building operations in terms of general interest and, for his or her part, that the provisions and regulations laid down in the Land Use and Building Act or under it are complied with in building. The matters to be taken into account when considering the scope and type of the supervision task include how demanding the building project is, the expertise and professional skills of the permit applicant and other persons responsible for the design and construction of the building, and other matters pertinent to the need for supervision.

The provisions and regulations concerning building and requirements for good building practice must be observed in the construction work.

The supervision by the authorities concerning construction work starts when construction work that is subject to a permit is started and ends with the final inspection. Supervision is targeted, in the work stages and to the extent decided by the authority, to matters that are relevant in terms of a good outcome of the building project.

When undertaking a building project it is to be ensured that inspection records on the construction work are kept at the building site. The responsible persons of construction stages agreed in the building permit or start-up meeting and those inspecting the work stages must enter the inspections they have performed to the inspection records. The entries made to the inspection records constitute a description of the entire construction work from the fulfilment of the conditions for starting the construction work to the summary of the inspection records to be submitted to the building supervision authority as an annex to the final inspection minutes.
