Metropolitan policy – the Helsinki region's special characteristics pose a challenge

The purpose of metropolitan policy is to address the special issues related to the Helsinki region in order to strengthen the competitiveness of Finland. The key themes of the policy are the promotion of the international competitiveness, industrial policy and development of the region, cooperation in the planning of land use, housing and transport, and cooperation in the prevention of segregation.

Responsibility for the preparation and coordination of metropolitan policy

During the government term 2015-2019, metropolitan policy will be promoted as a part of the Government’s key project aiming to improve competitiveness. The project is headed by Minister of Economic Affairs Olli Rehn. The project also touches upon measures included in the Government's other key projects and the involved ministeries' action plans.

The Department of the Built Environment at the Ministry of the Environment coordinates the preparation of the metropolitan policy in close cooperation with the Ministry of Employment and the Economy.

The Advisory Board for Metropolitan Policy promotes the implementation of the objectives of the metropolitan policy and the partnership between the different sectors of state administration, municipalities in the Helsinki region, education and research institutions, businesses, decision-makers and residents in the area.

Minister of Economic Affairs Olli Rehn is the chairperson of the Advisory Board.

The Advisory Board consists of representatives for the municipalities, businesses and scientific community in the metropolitan area as well as of representatives for those ministries which have an important role in terms of the priorities of the metropolitan policy.  

The metropolitan policy secretariat supports the ministries and other actors in the preparation and implementation of the metropolitan policy and is responsible for coordinating the policy priorities. The chairperson of the secretariat is Peter Fredriksson, Senior Specialist at the Ministry of the Environment.
