Agreements on land use, housing and transport

The state concludes agreements concerning land use, housing and transport (MAL) with the main city regions of Finland. These agreements enhance cooperation among the municipalities in the respective city regions and between the municipalities and the state in the steering of community infrastructure and coordination of land use, housing and transport.

The aim is more functional and competitive urban regions and a balanced development of the municipalities. The agreements specify, for example, the objectives for land use and housing production in the coming years and the key development projects concerning the transport network.

The state parties to the agreements are the Ministry of the Environment, the Ministry of Transport and Communications, the Housing Finance and Development Centre of Finland (ARA), the Finnish Transport Agency and the Centre for Economic Development, Transport and the Environment

Agreements on land use, housing and transport 2016-2019

Negotiations on the agreements on land use, housing and transport with Helsinki, Tampere, Turku and Oulu, also included in the Government’s key projects, have now been concluded. The agreements are signed and they enter into force after the outcome of the negotiations has been discussed at the municipalities in early June 2016.
